Mr. Kupec joined Saint. Francis Hospital and Medical Center in 1994 as the Director of Managed Care Marketing. In 1995, he assumed his current position of President and CEO of the Saint Francis PHO. Mr. Kupec received his Bachelor’s Degree in Psychology from Eastern Connecticut State University and Advance Marketing Leadership Training from the Kellogg School of Business, Northwestern University. Mr. Kupec is a charter member of the eHealthConnecticut Board of Directors Connecticut’s RHIO.
Vice President: Arthur E. Fitzgerald
Mr. Fitzgerald is Executive Director of the Hartford Physician Hospital Organization, a joint venture of Hartford Hospital and the Hartford Physicians Association. Prior to coming to Hartford, he held positions at John Hancock Mutual Life Insurance Co. and Lahey Clinic Medical Center in Massachusetts. He has a BA from Williams College and MBA from Boston University. Mr. Fitzgerald and his wife, Barbara Corrigan, have two children and make their home in South Glastonbury.
Secretary/Treasurer: Enrique E. Juncadella
Mr. Juncadella is an economist by training with more that 20 years of experience in consulting and line management positions. He specialized initially in economic development, transportation and energy industry economics, and in the early 1990’s worked as an international consultant for Arthur D. Little. In the late 90’s he joined the management of the School of Medicine at Yale University, thus launching a new passion and search for expertise in the healthcare industry. Most recently, Mr. Juncadella has been the project director for the Healthy Communities Access Program in New Britain, Connecticut.
Mr. Juncadella is currently part of the executive management team of New Britain General Hospital. He is actively involved in several major initiatives sponsored by the hospital and its parent organization, Central Connecticut Health Alliance. They include a recent six-month commitment as part-time interim project manager of eHealthConnecticut, the emerging RHIO, or Regional Health Information Organization in the state. He leads the organization’s on-going efforts to assess healthcare needs in the community, presently with the design
and implementation of a large scale survey. Mr. Juncadella is also responsible for the organization’s community benefit planning and reporting. His education includes a BA from Universidad Católica Argentina, and MA, MPhil, and PhD candidate awards from Yale University. He lives with his wife Anne and their three children in Guilford, Connecticut, where is actively engaged in the affairs of the community, including service as member of non-profit boards.
Dr. Galen joined the Saint Francis PHO in 1996 as its Medical Director and was named its Senior Medical Director in 1999. He is a graduate of the University of Pennsylvania and Hahnemann Medical College, Philadelphia, PA. He completed an Internship and Residency in Internal Medicine at Hahnemann Medical College. He completed a Nephrology Fellowship at Harvard Medical School and Peter Bent Brigham Hospital. Among his various positions, he was a General Medical Officer in the U.S. Army, an Instructor in Internal Medicine at Harvard and a Clinical Professor in the Department of Medicine at the University of Connecticut School of Medicine. He also served as Chief of the Department of Nephrology at Saint Francis Hospital and Medical Center from 1981 through 2004. Dr. Galen retired from his private practice in 2004 after 31 years but continues to function as the Senior Medical Director for the Saint Francis PHO.
Tracy King
Ms. King, a resident of West Hartford, is the Director of Contracting at the Hartford Physician Hospital Organization (HPHO). Prior to joining the HPHO, she was a Senior Manager at Deloitte Consulting and Associate Vice President of Pennsylvania Hospital in Philadelphia, PA. Ms. King holds a BA from Princeton University and an MBA from Stanford University.
Dr. Meehan is the Chief Medical Officer at Qualidigm Since coming to Qualidigm in 1992, Dr. Meehan has played a lead role in numerous local and national health care quality improvement (QI) projects in hospital and outpatient settings. Many of these projects have involved design, analysis, and interpretation of drug-related performance measures. All have involved collaboration with Technical Expert Panels of clinicians, researchers, specialty societies, managed care representatives, and others. Dr. Meehan is an active clinician-teacher at Yale University Medical School and he is a fellow of the American College of Physicians. He received his Bachelor of Science, medical degree, and master's degree in public health from the University of Connecticut. He completed an internal medicine internship and residency at Cedars Sinai Medical Center in Los Angeles, CA and a general internal medicine fellowship at the University of Connecticut Health Center. Dr. Meehan's main area of academic interest is in the development of effective methods to measure and improve the quality of healthcare.
Ms. Petrillo is Chief Executive Officer of two independent quality improvement organizations, Qualidigm, located in Connecticut, and Quality Partners of Rhode Island. Both Qualidigm and Quality Partners engage in partnerships locally and nationally with state and federal government agencies, accreditation bodies, payers, business, consumer groups, academic institutions, and research organizations to design and initiate effective health care system change. Qualidigm has received local and national recognition for its role in the development of quality measures that are the foundation of the new national hospital quality reporting program, and most recently has received designation as a Connecticut Patient Safety Organization. Under Marcia’s leadership, Quality Partners has become the national resource center for quality improvement innovation in long-term care, serving state and federal governments, the national QIO community, trade and professional organizations, and the nursing home industry.
Marcia serves on numerous local and national advisory committees and boards, including eHealth Connecticut, the Rhode Island Quality Institute and the American Health Quality Association. She is the recipient of the James Q. Cannon Distinguished Executive Leader Award in Health Care Quality Improvement, in national recognition of her leadership achievements. She and her colleagues have also published and presented extensively on quality improvement topics.
Ms. Stamilio joined Saint Francis PHO as Director of Medical Management in 2001 and has over 30 years of experience in quality improvement, case management, utilization review, marketing and sales. She received her Master’s Degree from the University of Hartford and her Nursing Degree from Central Connecticut State University. Ms. Stamilio serves as a Board member of the Connecticut Women in Healthcare Management and the Literacy Volunteers in Central Connecticut and is a committee member to the eHealthConnecticut, Connecticut’s RHIO.
